Laureà López Rodó parla del finançament necessari per a tot regim autonòmic. Analitza els problemes financers de les autonomies i les possibles solucions amb diferents experiències històriques com són l’Estatut de Catalunya de 1932 i els Decrets de S'Agaró de 1937. Es mostra en desacord amb la proposta de reforma fiscal en considerar-la contradictòria amb el procés autonòmic ja que obeeix criteris centralistes.
